What is the purpose of adding a reference to Microsoft.CSharp to a unit test project?

I am following a tutorial for studying MVC. In this, they are adding a reference to the Microsoft.CSharp assembly to the unit test project.

I wonder why? I selected a C# unit test project template so why I explicitly need to add the assembly reference Microsoft.CSharp?

Does this do some language support?
